If the enemy can do a ton of damage with a single attack, I'd prefer a 2h'er for the ability to bash, especially if they're a really tanky Draugr that you won't always be able to kill before they kill you.
Actually, it depends on the stamina. I have to say you, can not go wrong with either. I've had a lot of exp with both, and I can honestly say it all come down to the skill of the player.
